TPS Associates, Inc. has it’s headquarters located in Manchester, NJ just outside of the Main Gate of the US Naval Base in Lakehurst, NJ. Michael J. Copley
President & CEO
Michael Copley is the President & CEO of TPS Associates, Inc. Mike has over twenty-five years’ experience in the Naval Aviation Support Equipment (SE) profession as a Senior Project Manager at NAVAIR Lakehurst. While directly supporting NAVAIR, Mike worked on the engineering design, acquisition and logistics support of numerous SE Programs including the MH-60R/S, CH-53K and the Consolidated Automated Support System (CASS) Offload Program. Today he establishes the policies and procedures of TPS Associates and oversees the day to day operations including Strategic Planning, Human Resources, Contract Management and customer relations. Mike closely follows the tenets of Total Quality Leadership and Lean Six Sigma with a steadfast focus on customer satisfaction. Mike’s business mantra is, “Identify what your customers value, and provide that value better than your competition.” Mike earned his Bachelor of Science degree in Business and Finance from Monmouth University and holds numerous certificates from the Defense Acquisition University.
Robert A. Copley
Chairman of the Board
Robert Copley is the Chairman of TPS Associates, Inc. Bob has over 35 years of experience as an Electrical Engineer in the areas of Automatic Test Equipment (ATE) and Test Program Set (TPS). He started his career in the US Navy as an Instructor teaching Operation and Maintenance on several Weapons Systems. After leaving the Navy, he worked for the RCA Corporation, first as an Instructor teaching Electronic Maintenance on US Army Systems at the Artillery Center in Oklahoma, then serving as a Senior Member of the Technical Staff in Burlington, Massachusetts. There, he was part of the Design team that developed the first ATE System for the US Army. During this time, he used his Electronics Maintenance experience to develop the first TPSs for the ATE Systems under development. He then pursued a career as a Supervisory Electronic Engineer, procuring ATE and TPSs for the Navy at Lakehurst, NJ. He is a published authority on Software Re-hosting and acquisition methodologies of TPSs for Military Weapons Systems. Bob received his Bachelor’s Degree in Electronic Technology from Northeastern University, Boston, Massachusetts. His career includes roles as Company owner, Consultant and Expert Witness, and he is considered a pioneer and Subject Matter Expert in his field.
Frederick A. Shouldice
Director of Finance
Frederick Shouldice is the Director of Finance for TPS Associates, Inc. Fred has over twenty- three years of experience with increasing responsibilities in government contracting including Earned Value Management, Financial reporting, Proposal submission, and Subcontract efforts. He started in Defense as a Senior Financial Analyst with Martin Marietta in East Windsor, NJ on the Defense Meteorological Satellite Program (DMSP) Air Force contract. After five years he accepted a similar position supporting the US Army at Fort Monmouth, NJ for seventeen years. In 2015 Fred joined TPS Associates, Inc. supporting US Navy contracts at Lakehurst, NJ as the Director of Finance and Manufacturing Manager. Fred has a Bachelor of Science in Accounting from Ramapo College of New Jersey.
Robert C. Carr
Chief Engineer
Robert Carr is the Chief Electrical Engineer for TPS Associates Inc. Bob has over 30 years’ experience in his profession, 20 of which in support of the DoD. He has vast experience in executing the various development stages required to take a project from concept to completion. Areas of expertise include research, system design, analysis & modeling, database development, programming for PC and web based applications, networking, LabView application development, microprocessor circuit design & programming, CAD for schematic drawing / printed circuit board layout, prototype building, manufacturing, diagnostics & troubleshooting, and technical writing. Bob has developed several hardware and software products that are currently in the DoD supply system including the MH-60 Voltage Inverter, CSEL 8-Bay Smart Battery Charger, PMA260 Cass Implementation Plan (CIP) web application, and the System Synthesis Model (SSM) web application. Bob has a Bachelor of Science degree in Electrical Engineering from Rutgers University.
Anne Falco
Office Manager
Anne Falco is the office manager and Acting FSO for TPS Associates Inc. Anne has over 20 years’ experience in executive administration and office management. She worked at Telcordia Technologies for 11 years in an Executive Administration position before coming to TPS in 2004. She also assists the President, Vice President, Financial Analyst in the day to day activities of the company. She provides personnel support, processes payroll through ADP, in addition to her administrative duties.
